Barinas is a city in western Venezuela and capital of the state of the same name, in the plains on the banks of the Santo Domingo River, being the main economic and cultural center of the region. In 2023 according to the INE it has a population of 405 182 inhabitants, and in its metropolitan area that covers the municipalities of Barinas, Bolívar and Obispos the population is 421 182 inhabitants, which makes it the second most populated city in the Andes Region and the first in the Venezuelan plains.

It is also known as Ciudad Marquesa. It was named after one of the first governors of the province, José Ignacio del Pumar, marquis, mayor and lieutenant governor of the province of Barinas. He was a wealthy Barinese who received numerous noble titles from the King of Spain in recognition of his wealth.
